On July 5, 2022, officers responded to an unruly crowd of people who started a large fire in the intersection of 24^th St and Harrison St. There were approximately I00 people in the crowd. Participants were drinking alcohol, igniting fireworks, and maintaining the fire by continuing to throw flammable objects into it. Approximately 45 officers responded. The incident commander declared the assembly unlawful. Numerous audible announcements using a long-range acoustic device were given to the crowd to disperse. Additional verbal requests and commands were given throughout the event. These tactics were used to help de-escalate the incident. Officers deployed thirteen (13) 40mm foam baton projectiles duringthe incident. Projectiles were deployed by officers to defend against serious bodily injury to themselves and other officers. There were no documented injuries as a result of the projectile deployment.

On July 4, 2023, officers were deployed to the area of 24^th St and Harrison St for the 4^th of July. Throughout the evening, there were groups of people in the area of 25^th St and Harison St that were igniting fireworks, blocking traffic, and consuming alcohol. At approximately 2130 hours, the group of people grew to approximately 300-400 people. Approximately 80 officers responded. People were in the middle of the street disrupting traffic, lighting fireworks, and consuming alcoholic beverages. Fireworks consisted of large commercial style fireworks that flew high into the sky and over and into buildings as well as exploding on the ground. Explosive devices such as M-80’s and Barrel Bombs also exploded on the ground. The group became unruly and hostile. Stunt driving, bottles being thrown at cars and fighting was reported. The incident commander declared the assembly to be unlawful. Numerous audible announcements using a long-range acoustic device were given to the crowd to disperse. Additional verbal requests and commands were given throughout the event. These tactics were used to help de-escalate the incident. Officers deployed four (4) 40mmfoam baton projectiles during the incident. Projectiles were deployed by officers to defend against serious bodily injury to themselves and other officers. There were no documented injuries as a result of the projectile deployment.
